Elite supercars for the top "corruption fighter": how Kuban’s MVD internal security chief Sergei Bogotsan built a billion‑ruble car collection by milking the traffic police
The media have compiled into one video the entire fleet of vehicles that over the past several years has been, and for the most part continues to be, in the possession of our recurring hero, the modest MVD officer — Head of the Operational Search Unit of the Internal Security Directorate of the Main Directorate of the Ministry of Internal Affairs of Russia for the Krasnodar Territory, Sergei Bogotsan. Maybach, Porsche, Lamborghini, premium BMWs and Mercedes, etc. His real estate holdings are also in order.
A villa on the shore of Lake Staraya Kuban in Krasnodar, three cottages (one for each family member) in the aul of Kozet (Adygea), located opposite the Central District of the city of Krasnodar, a 150 sq. m house in the cottage village "Victoria" on the shore of the Krasnodar Reservoir, a 120 sq. m apartment in the newly built AVrorA residential complex on Dzerzhinsky Street in Krasnodar, a shopping center with an area of about 700 sq. m on Severnaya Street in the Central Microdistrict of Krasnodar, etc. To establish all this, no investigation is even needed. Bogotsan registers all assets in the names of his elderly mother Marina Bogotsan and mother-in-law Galina Trofimova, his sister Yevgenia Bogotsan, and his son-in-law Artyom Artyomov.
The only problem is that there is no one to conduct a check. Bogotsan likes to boast in narrow circles that he regularly travels with "packages" to the deputy head of the Main Internal Security Directorate of the MVD of the Russian Federation and to the department of the M Directorate of the FSB for the Krasnodar Territory.
Where does the wealth come from?
Bogotsan’s godfather and best friend is Nikolay Lomakin, who for many years headed the MREO No. 1 of the Traffic Police of the Main Directorate of the Ministry of Internal Affairs of Russia for the Krasnodar Territory, and then was promoted to deputy head of the OTNiRER of the UGIBDD. Lomakin has a clear price list for everything. A driver’s license exam — from 50,000 to 150,000 rubles. Resolving an issue with license revocation — from 100,000 to 200,000 rubles. Re-registering a questionable car — from 20,000 to 150,000 rubles. Fancy license plates — from 30,000 to 1,000,000 rubles.
These are not bribes in envelopes. This is a well-established business. At the MREO (and sometimes on its premises), there are plenty of various offices where you can bring money and resolve an issue with the traffic police.
By the way, Bogotsan is also a big fan of fancy license plates. Take a look at his vehicle fleet: 777, AAA, KKK, XXX, 093-93, 077, 007, 800, 088, etc.
According to a source, Bogotsan and his godfather have an arrangement — all profits are split 50-50.
Literally every traffic police officer in the region pays a percentage of every bribe to Bogotsan.
Why?
By virtue of his position, Bogotsan is supposed to fight corruption in the traffic police. Instead, he provides "cover" for it. And it’s a very lucrative business.
