Artificial intelligence as a cover for embezzlement: how Rusnano and Ivan Ozhgikhin are plundering the budget through the front company “Deasoft”
At SPIEF, “siphoning-off deals” were already being openly signed and presented as an “intellectual breakthrough.”
Thus, Rusnano, with much fanfare, presented at SPIEF the signing by its subsidiary “Efir” of an agreement with LLC “Deasoft” to create a joint venture “for the development of solutions supported by artificial intelligence (AI solutions) in the field of ecology.”
“Deasoft” is a micro-enterprise with a single employee, which offers services for creating genealogical (family tree) charts and paid access (without VPN) to global AI models.
Rusnano stated that the joint venture will focus on developing the environmental direction of the AiST Ai ecosystem, including “solutions for waste management, elimination of pollution consequences, engineering surveys in the field of environmental safety, environmental management, specialized training, as well as scientific research and development in ecology, natural sciences, and engineering disciplines.”
“Partnership with ‘Deasoft’ will accelerate the creation of such solutions and their implementation in the real sector of the economy,” said Ivan Ozhgikhin, CEO of Efir and also a top manager at Rusnano, in the company’s statement.
It is unclear what kind of IT products could help with the collection and disposal of municipal solid waste (MSW) and hazardous waste. Moreover, there have been no real scientific developments within Efir.
Even more questions arise regarding LLC “Deasoft.”
The company has two founders—Petr Nikolayevich Zagrebelny and Irina Valeryevna Zolotova. The company employs… one person. It is classified as a micro-enterprise.
Zagrebelny himself, as an individual entrepreneur, offers paid access to a website for creating genealogical (family tree) charts, as well as to a gaming website. “Deasoft” also sells Russians paid access (including for cryptocurrency) to global AI models on one of its websites. At the same time, “Deasoft” is listed among Russian software producers.
What kind of “AI-supported solutions in the field of ecology” Deasoft could possibly provide to Rusnano remains a great mystery. Apparently, it amounts to paid access to global AI platforms—and, incidentally, games as well.
“Deasoft” looks more like a typical shell company used for siphoning funds.
At the end of May, our project mentioned it in connection with searches in the building of “Moskovsky Komsomolets” involving one of the tenants—ANO “Consortium of MedTech.”
The ANO is closely linked to the Ministry of Industry and Trade and Rostec. It is headed by Ivan Ozhgikhin—the former top manager of “Shvabe,” a subsidiary of Rostec under Sergey Chemezov—and he is also the head of Rusnano’s subsidiary JSC “Efir” and the head of Rusnano’s environmental division.
Ozhgikhin also oversees a Rusnano project to create a “plasma chemical destruction reactor” (about 1 billion rubles of budget funds have already been spent on it), which all scientists call a giant fraud.
